The authorities might want to adopt a law modelled on one implemented in the United States.

In March, Maine Governor John Baldacci signed an unprecedented law that permits judges to include animal companions in court-issued protection orders against domestic abusers.

Those who harm animals in violation of a court order can face fines and jail time. Baltimore police who file domestic violence reports are required to note the presence and condition of animal companions.

The Boston Police Department partners with the New England Animal Control/Humane Task Force to detect and respond to domestic violence associated with cruelty investigations.

Courts should penalise animal abusers, examine perpetrators for other signs of violence, and have them undergo psychological evaluation and counselling if necessary.

Society must recognise that abuse of any form of life is unacceptable and must be addressed immediately before it endangers the public.
